IK issues

i'm trying to set up the wrist rotate with my IKs but when i turn off the IK evaluate the arm snaps forward and it makes it kinda difficult to work with. also, for some reason when i hold down v it doesn't snap to vertex or joint or anything really

Make sure that your FK rotation handles are all set to 0. When you turn of the IK Evaluate, it reverts back to the FK controls. So if your shoulder control is rotated, it'll be shifting to accomodate that.
