Viking Village won't open

After I downloaded and loaded the file for the Viking Village AI project to Unity, the file couldn't open up as described below. My other projects would open up perfectly fine.

That looks like something to do with your network or the Unity installation. If you're sure your network is healthy, be sure you have installed 2019.3.7f1 or later. If you need to, reinstall.

It's been done but I've ran into the issue again with this same message and this time when I retry the connection I get this message and I cannot open up the project now. .

It means you have at least one other version of Unity running in the background with that project open. Restart your machine.
