    Is it possible at all in Maya to take a selection of vertices and bend them from a given axis?

    Yep, when you have any components selected, you can move the manipulator to another place (regular Insert-move manipulator-Insert) or you can hold the 'd' button down to move the manipulator.

    when you select those vertices again, the manipulator will be back at it's normal place, but for temporary moves, you can move the manipulator and rotate from there.
