Hi guys. Every week from now on I will be posting a list of festivals that are accepting entrees for 3d and 2d animation shorts, and I'll note the ones that are currently active for whose entrees and submissions are open for the next few months till deadline.
Currently these are the ones that are open for submissions. Once I've researched each one, I'll update the the distribution policies.

Permissions/Distribution/Promotional use of Works: Entrants will be asked to sign their entry form, certifying that they meet edibility requirements, hold all necessary rights for their submission, and accept the regulations of Vision Fest. The entrant agrees to allow Vision Fest and Indiana University Purdue University Indianapolis (IUPUI) the right to use all materials submitted for publicity and educational purposes and to hold Vision Fest and IUPI harmless from damage to or loss of submitted materials during transit and over the course of the Festival’s possession of materials.

We also attempt to get distribution for winning and favorite films. 5 films from the 2004 competition have already gotten US and foreign distribution though my efforts. Permissions for music used in your film are not necessary, unless you sell the film. Festival screenings do not need music perissions. If Moondance uses your film or stills for any promotional efforts, such as the Moondance Roadshow, or for print, etc. advertising, and that's covered in the release form.

Therefore, we only ask for exhibition rights, only for cultural or educational purposes - NOT COMMERCIAL PURPOSES. The reason we need this permission is to be able to organize retrospectives, special screenings, and so on (The Centro Experimental de Animación is a state - funded research institution; the Centro Cultural España -Córdoba is a cultural institution funded by the Spanish government). In addition, in the Entry Form (pdf document which you should download from the site) there is a checkbox stating "I authorize the screening of excerpts of my work on television (no more than 10% of total running time), for publicity purposes." You should check the checkbox if you want to authorize such use. Also for promotional purposes we ask for the stills of the films. In item4 of the Rules and Regulations, "Enclosed with the tape, the entrant should also send the fully completed Entry Form and two color or black and white photographs for promotional purposes."
